As the Utah Legislature prepares to begin a new session, the Utah Plumbing & Heating Contractors Association (UPHCA) remains actively engaged in monitoring and responding to proposals that impact our trade and your livelihood. We are watching closely and advocating on behalf of licensed contractors, apprentices, and the public we serve. We have a strong lobbying team with over 80 years of combined legislative experience!
There are ongoing discussions and external pressures seeking to weaken Utah’s licensing standards by reducing required schooling, cutting verified work experience, and even reclassifying the plumbing license to a certificate. These changes may be presented as “streamlining” or “workforce solutions,” but they carry serious and long-term consequences.
Lowering professional standards in the plumbing trade directly affects public health and safety. Plumbing systems protect Utah’s drinking water, manage waste, prevent cross-contamination, and safeguard homes, schools, hospitals, and businesses. These systems require properly trained, tested, and experienced professionals—not reduced credentials or minimal oversight.
UPHCA exists to protect the integrity of the trade, support legitimate pathways into the workforce, and ensure that licensing remains a meaningful safeguard for consumers and communities. We will continue to work with legislators, regulators, and industry partners to oppose policies that erode standards and to promote solutions that strengthen both workforce development and public safety.
